Position Paper: Scrutiny of Verification and Count at the Scottish Parliament Election 2021

The EMB has published a position paper explaining how scrutiny of the count must and will be promoted at the Scottish Parliament Election given the necessary restrictions to control the coronavirus.  This paper is available for download from the Scottish Parliament downloads page or the direct link here.

The capacity of Count venues is limited due to the imposition of 2 metre distancing required for safe operation.  This will necessarily limit the number of counting agents.  Scrutiny of both verification and count processes is fundamental, and Returning Officers should adopt a range of measures to allow full and proper scrutiny of processes, with attention given to the adjudication of doubtful papers.
